Health and Safety Policy

BPA is ‘Keeping the UK moving 24/7/365’ by ‘managing pipelines and terminals safely and sustainably’.

To support this aim, BPA’s Health and Safety policy commits us to the following principles:

  • To provide a caring, safe and healthy working environment for the prevention of work-related injury and ill health and to maintain process safety.
  • Create a working environment which is psychologically safe.
  • To fulfil legal (and other) requirements to which we subscribe.
  • To eliminate hazards and reduce Health & Safety risks.
  • To continually improve our Health & Safety management system.
  • To consult and encourage the participation of all employees and employee representatives through our HSSEQ groups.

To achieve these principles, BPA’s Leadership Team implement and maintain a Health & Safety Management System, positively managing health and safety as a business-critical activity, which:

  • Is externally certified to ISO 45001:2018.
  • Regularly reviews performance with representation from across the business.
  • Implements a risk framework process and site assessment programmes.
  • Sets health and safety objectives via an annual Health, Safety, Security, Environmental & Quality (HSSEQ) Plan.
  • Supports regular visible safety leadership at all levels of the organisation.
  • Is monitored regularly to review performance, undertake audit programmes and perform an annual management review.

BPA shall:

  • Promote a culture involving all employees by sharing a commitment to achieving a high level of H&S and process safety performance, and to consult, communicate and seek ways for continual risk reduction.
  • Ensure that adequate resources are made available to meet this policy, including access to competent advisory support, and that employees are trained and competent to perform their assigned H&S roles and responsibilities.
  • Ensure that all H&S incidents and significant near misses, including operational process safety, are fully and formally investigated, ensuring that lessons are implemented promptly.
  • Maintain emergency response plans in consultation with relevant authorities and stakeholders.
  • Ensure that all partners and sub-contractors apply H&S policies and standards consistent with those of BPA.
  • Keep our employees, customers, contractors and relevant stakeholders informed of known risks arising from our activities and welcome third-party views on H&S matters.
  • Effectively control changes that could impact on H&S (including process safety) management.
  • Learn from industry groups such as UKOPA, TSA, CONCAWE and FIUK.
  • Create a safe and healthy workplace for all.

BPA employees shall:

  • Carry out their duties in a safe manner.
  • Adhere to H&S rules and procedures.
  • Undertake appropriate risk assessments before commencing work.
  • Report incidents, near misses and potential hazards.
  • Stop work they consider to be unsafe.
